Philly, where your argument appears to go, is that regulating guns will alter behavior. That going after guns by prohibitng certain guns or in certain instances, will provide effective laws that will prevent certain behavior.
You can go after guns, i.e. regulate guns, till your blue in the face. But it will not effect behavior. We have that proof in front of us.
The harshest penalty for murder will always be death. But it did not make gun control effective. Only the death penalty or whatever penalty that was imposed regulated that gun's actions, that is to say behavior control regarding the person wielding the gun. And it didn't even do that. It was a penalty for an action already committed. It did nothing to prevent the crime
There is no magic bullet or regulation you can pass that will make gun control any more effective than the penalties for the initiation of force against another human being.
Gun control or regulation is pointless. It's the same as any other prohibition against what you may own. Only the penalities increase and not the gun regulation's effectiveness.
You can go after crime or you can go after guns via regulation, but you will likely be less affective towards both.
