I remember reading some science fiction short story once that incorporated both of these elements. Basically the end of civilization and technological progress coincided with the advent of perfect simulation technology. If creating your own entire reality of which you are basically God and can do anything inside, and the cost of it is as you said a "drop in the ocean", what would there be to motivate anyone to do...well, anything? In the story the entire planet is basically a massive catacomb filled with sleeping "gods". The seductive dangers of "perfect simulations" is also something that's been explored. One could contend that reaching this technological singularity in itself could constitute an apocalypse of sorts.
