So because they don't want to get destroyed by the US, they don't use chemical weapons? Is that right so far?

Apology accepted. Thank you for taking time out of your day to help me learn.
I want to make a list of what I've learned so I can keep track of my progress. Here is my first addition.
1. If a country uses chemical weapons, it will be destroyed by the United States.
Okay. Onto my next question.
If a country allowed chemical weapons they produced to fall into the hands of terrorists, and this would found out by the United States, would that country face destruction, or at least the removal of the ruling regime?
