Methinks the causality here a bit amiss.
Maybe the problem is not the kids are on the drugs, but the kids are suffering mental health problems and these sort of drugs are currently high imperfect treatments for them involving alterations of brain chemistry that if removed over a long time peroid (for example) can make the underlying mental health condition worse.

well you get them if you blow over a 0.2, have had a DUI for under 0.2 in the last ten years, or get a DUI with a kid in the car. so you can get a small chance to get a DUI and to not get them (as my sister did, the f**k moron). you cannot drive any car without the plates on them if you are supposed to have them, so no borrowing a friend's car. stone cold sober and you get arrested if pulled over in a vehicle without the whiskey plates
