I thought it was more that they understood that not giving a AAA rating meant the TBTF would go agency-shopping until somebody did, so basically their motive was to keep business by giving things a wink-wink AAA rating.
Not unlike how Arthur Anderson let the Enron shenanigans go on because they didn't want to lose the business by actually doing due diligence--i.e., their jobs.
What am I missing here?

When the federal government has become so owned by the bad guys, then perhaps it is time for the People to start hanging the bad guys from lampposts themselves.
Perhaps if there were any honest people left in federal law enforcement, they could leak the names of the criminal bankers onto the internet.
