Any government living within its means is intrinsically unstable because the average citizen thinks he's above average and therefore deserves above average compensation. Consequently a government trying to be economically fair will be disliked because everyone will think that he/she is under compensated. Therefore for a government to be like and perceived as fair it needs to select a portion of the population to exploit so that everyone else thinks they're getting their fair share. The US and Britain (and Canada by mooching off the US) had traditionally been able to select a population that is outside of their immediate territories. However, it's getting tougher to do so now so the population they've selected (perhaps unintentionally) is the millennial. In the past they've also been able to keep the exploited population under control through military strength, but it will be tougher if the millennial decides to revolt.

I dunno, eynon. You're talking like the anyone who is going to lead in this generation has to be a nationally known figure by their mid 20s or something? I don't think the problem is that the generation lacks leadership material. It's more that the average 20-something doesn't give a shit about the way our whole generation is getting screwed.
