These should be need-based solutions. Basically, if you are still earning an income and are eligible for work-sponsored health insurance, you get neither SS nor Medicare. If you are retired, and have sufficient income (defined along the lines of Medicaid and welfare qualifications), then you don't get Medicare or SS.
The only people who should rely upon the government are those for whom the government is the last resort. The government should not be a primary source of care or income for people. Not in a (what we call a) capitalist society like ours.
