Restrictions on mental health don't do anything if you don't first properly identify those who are mentally unstable. That's the part that will curb the violence. Indentify them, and then either treat them or lock them up (if they are a danger to society).

I don't see how any of this addresses the problem of mass shootings. Except the one that no one voted for "Heavily armed guards in public spaces".
This effort is clearly purely partisan politics, it doesn't have the slightest thing to do with public safety.
