they should be treated like human beings, and human beings who harm others deserve punishment. depriving them punishment is itself immoral. punishment respects people's choices and holds them responsible while therapy does not; punishment gives people what they deserve
now i will say our system of either fining or putting in jail (or both) isn't ideal. we should use more corporal punishment and public humiliation
