There's a big difference between Bernie and these guys. They had guns. If someone would have tried to be a hero, "robbery" would have degenerated into "murder" real quick. What's the worst that would have happened when someone stood up to Bernie?

The only real difference is that Bernie did some actual big time damage, those guys are small time junkies. It would be cheaper to simply give them dope than it is to try and "rehabilitate" them.
