Tell me something: how prevalent are rights outside of a civilization ruled by a government? How many people are capable of survivng on their own?

The idea of the individual as the basis for government is absolutely vital. Government derives power from the individuals governed. The individual is best suited to generally govern themselves. Where individuals fail to govern themselves, they may choose to cede some of this power to a government who manage those areas. That is the basis of government.
