I answered both of those questions. But I'll spell it out for you again if you'd like.
Do "economic reasons" count? No. That isn't related to the security of Americans. And besides, the government shouldn't be meddling in economics anyway. How many steps away is an action allowed to be from "directly beneficial"? One. Every act needs to be towards ensuring the security of Americans.
Like I've said before, I'm not going to answer to each of your infinite hypotheticals. The principle is the security of Americans and whether or not an act furthers that goal or not. You determine that by applying logic and reason through the context of the situation. Did you get it this time?
