Here is a more detailed report. Yes, you can't chase someone around. In fact, I even stated before in this thread that if the guy takes off running and you shoot him in the back you've committed murder. Well, apparently it's manslaughter, but I was right.

Yup. Just about every legal system in the world recognizes both proportionality and the "reasonable person" limit to self-defense. That is why such legislation was necessary in the first place.
