IIRC the reason the security council exists and members have veto power is to prevent wars between the biggest powers, IE, to prevent the biggest wars.

I dont trust Putin, I dont think getting into the war is a good idea, I have no idea how far he is willing to take this.

I say we back up turkey with some "civilian" military trainers, and give out tons and tons of rations with a giant american flag on them and a local language flyer with a message of support.

A this guerilla force will take down assad with time, the news made a lot about him using his jets, but those jets take maintenance, his helicopters are already breaking down, jets will be as bad.
Lets avoid pissing off russia, whilst providing just enough support to make the Syrians feel we arent bad people.

A relatively little known fact is that the UN was originally envisioned as having military forces under its command. This suggests perhaps the articles were to be interpreted as hard law and the UN as enforcement. But that obviously never happened--unsurprising given state reluctance to collectivize security--and maybe it's better it didn't since the perhaps more effective role is for norm setting and as a forum for cooperation.
