I'm basing my opinion on Group B rallying, back in the 80s. Basically, you could make your car as fast as you wanted, no rules. Everyone did it, and rallying went from a Swedish sport into the second most-popular form of motorsports in the world in the span of a few years.
Then, some drivers got killed because they couldn't handle the speeds. And a few cars went into crowds because the organizers let crowds stand on the side of the road where cars were flying by at 140mph.
All of a sudden, they outlawed the whole thing. Now, few people watch rallying. We watched because these were the fastest things that man could build.
