No. I'm only speaking for myself here, but I personally think that the Administration intentionally went with the "protest" line of reasoning even after evidence to the contrary came about in order to maintain the image being pushed by the campaign (and the campaigns of Democrats across the country). Ex isn't on board with that theory (yet).
