Prohibition makes things worse in almost every case anyone can think of.
Not only will the state loose out on much needed tax revenue, but this will take on a life that we see in all other restrictions on drugs. People have already been pushed into their own homes to smoke, but now they will have to lurk in the shadows and deal with unsavory/dangerous people to get their fix. From the physiological point of view young people will seek out the guilty pleasures of the taboo that is nicotine rooted in ignorance.
No matter how well intentioned this idea is, its bad news.
