you're speculating that they would have "held it hostage", ergo the president is justified in eviscerating the senate's power and conferring said powers onto himself. why even bother with recess appointments? he should just appoint any the f**k he pleases. is the constitution to you just red tape that gets in the way of progress (which is whatever the executive says)? because that's what you're saying
