I'm not going to get into the legalese.. BUT if the rating agencies didn't label that garbage and crap the banks were selling AAA some of the crash in 2008 could have been avoided.. Without the AAA rating there would have been few buyers.
Not completely avoided, but their fraud, and/or complicity was a factor.
