There was no recorded vote in the Senate. It just went through via unanimous consent which is different than unanimous vote.
The GOP changed the original bill from 2005 in the lame duck session in 2006. They changed it in less than 48 hours for the part of the pensions and it seems the Democrats, knowing their reign was coming, simply got duped not understanding what the impact of that portion of revised bill would do.
So yes, you can blame all of Congress, but the GOP put this poison pill into the bill knowing what it would do and the Dems seemed to have been oblivious.
