Ya know the cops already basically do this, just without the check point. I mentioned in another thread that I was pulled over last week for driving during the "bar closing" hour for blown tail light. The bulb was sold out when I went to the store and we didn't have that type at work. The cop wasn't the least bit interested in my safety. He didn't give a shit that I couldn't get my glove box open to provide my registration or insurance either. He walked up, saw I put my hands in plain sight, took a big sniff of air when I rolled down the window, saw I was wearing work clothes and my lunch box in the passenger seat and realized he had wasted his f**k time chasing me to my house and didn't even waste anymore time actually writing a fix it. He just told me to get it taken care of and that my plates would be due soon then went back to looking for easy DUIs.
I don't like the check points either. I drive too much to and for work to have a batch of lazy asses f**k with my time instead of out there actually protecting my safety by going after the people who are actually endangering it.
