Do we know why cops shot to kill when they thought he was in that van (but instead were two newpaper girls)?

he could have left the burning building. what they did was force him to act on their terms. of course they intentionally set the fire, and i don't think they were wrong to do so. but he could have come out and if he was such a badass hero as so many think of him he could have had an epic fight to the death.
