I had no idea it was that bad. So cops in LA, or even the States in general, have carte blanche to just kill whoever they want, regardless of the actual threat level?

It seems to me that you could draw an analogy between this and Obama's position on extrajudicial killing. Basically, they're both cases of the executive deciding that ti's too dangerous/difficult to attempt to capture a criminal.
