Actually no, I don't believe that--you are exactly right: only congress has the ability to end TBTF and they have not done that, nor will they anytime soon.
The only thing I will press you on is that when Bernake says--the way things are now--there will be no more bailouts...
OK maybe he's not lying but if that's the case... then he's clueless. Of course there will. If congress/the president were serious about no bailouts, they would have legislated a situation where one would never be required.

Where are you getting the idea that the banks will voluntarily downsize when the economy comes back?
Or that they will not bail out a TBTF bank were it to fail?
