Woodward is trying to have his cake and eat it too. He's saying "I never said it was a threat, but it was totally a threat." I also think you're giving too much credit to his attempt to shift the blame for the sequester onto Obama. The story is about him now, not the sequester, meaning that we drop back to the status quo, which is that most people blame the Republicans.

How that can possibly be construed as a threat boggles my mind.
Apparently Americans are pretty touchy. Nixon's public enemy list is a threat, saying you think someone will regret something is not.
