It's called bribery. Basically the same tactic used to buy off the "coalition of the bribed" with Iraq.
The US guv couldn't care less about people at home. This is about regional power and hegemony protection.
And not to sound like a conspiracy nut, but sometimes I really believe the US does this sort of thing to maintain an enemy presence and threat to justify increased and maintained military-industrial spending and growth. Such as was done with both Iraq and Iran during their war, or the funding of the Islamic fundies in Afghanistan during the 80's/90's. Most of the despots around the world the US fought were at one time hugely supported by the same.
