Well you dont necessarily have to punish huge banks by destroying it, a huge fine would be more constructive- as long as the money went to trim the deficit and not reallocated to more gubmint spending.

As long as the fine is at least as large as the ill gotten gains with interest and punitive damages and it ALL goes back to those who were defrauded in the first place.
