I guess I'm trying to get at why people who already have power feel the need the keep growing the underclass--rich people always have had the most power.
That wouldn't change if we had less poor people. Would it?

No I hear ya and that makes sense.
Question: am I wrong in stating that rates were actually higher under Clinton (when the economy was booming) but when Bush lowered them they did nothing to grow the economy?

So then what is the quickest answer? If we were serious about finally conquering it. I realize that's a subjective answer but I'd like to hear some ideas.
