I still think there should be some sort of mental health check.I Assume such a rifle costs a couple of hundred dolars, whats another hundred or so make sure the persons not dangerously sociopathic?

How about this.
the ability to fire rifle ammunition in a semi-automatic fashion is something quite different from a hand or shot gun. as said ammunition tumbles far more often and thus is significantly more dangerous.
