1.) Make inseparable all taxes, the funding bill for which they generate revenue, and the legislation which is funded.
2.) Require all legislation to be a single unit, having scope no greater or less than is required to fund and enforce said legislation.

Those are good starts. I'd also submit that the IRS be abolished, and income tax in any form be unconstitutional.
