The reason the cash exists overseas in the first place is a result of cost savings by moving production. Which is not about taxes, but labor costs and worker protections. There would be no legal way to avoid the taxation if not for this nasty little situation. It would have been here to begin with. This isn't about trying to move money to a tax haven, in Apples case, its about offshore cash that is cheaper to leave offshore than move back.
Its just a hilarious side effect of leaving the US (and her workers) out of the loop.

Oh, I'm all in favor of moving many types of jobs overseas. Menial labor jobs, repetitive labor, and such. Assembly of iPads, call centers, etc. Ship them out, so that we can have cheaper products here at home.
Yes, that creates a temporary shortage of jobs here. But, you retool the workforce and train them for other jobs that cannot be outsourced (direct service industry, knowledge-based jobs, etc.). Same way that there were temporary job shortages when automation became a standard in factories, but then those people found other jobs.
If we can pay a worker in Indonesia $1 per day to do what it would cost $100 per day to do here, effin' ship it out!

How do you outsource a response to a national disaster?
How do you outsource a concierge?
How do you outsource a waiter?
How do you outsource a car dealership?
How do you outsource a Walmart store manager?
How do you outsource a bartender?
How do you outsource a auto repair facility?
How do you outsource a carpenter?
How do you outsource a telecommunications infrastructure team?
How do you outsource a university?
How do you outsource any number of jobs?
We certainly don't have a monopoly on education or the jobs held by educated people. But, the fact remains that if you want the best education in the world, you come to America (largely). Bank on that. Tell foreign students that, in order to utilize the US education system, you must agree to work at a job within the US for 5 or 10 years.
This isn't rocket surgery.
