Thats 4G warfare for you.
Country just needs to be glassed over. Or sterilized in some other way. Problem solved. Will dissuade using the failings of 4G to "win" any future conflicts.

Easy answer - when a country does something we don't like, we cut them off.
For instance, NK still gets shipments of American goods (food, supplies, etc.). And, the Chinese supply them with American crap. If we were half as serious with our economic policies as our military ones, we'd tell the Chinese that if we catch wind of even a single iPad getting to NK from China, then no iPads get shipped to China.
