i think he is trying to say that it would be good for the syrian government if american boots were on the ground. which doesn't make any sense because american boots in syria = end of syrian government

Some clarification is definitely in order. The more I read the statement the less sure I am of the intended meaning. That is one splendid example of ambiguity. .
